The North Sea’s offshore wind reset

Europe’s offshore wind strategy is entering a more pragmatic phase. The Hamburg Declaration, signed at the North Sea Summit on 26 January by the leaders of nine North Sea countries, aims to reset political expectations around how offshore wind will be built over the next decade. It reframes offshore wind from a series of nationally siloed projects to a shared system that requires coordinated grids, financing structures, and security planning.
