Parkwind JV emerges victorious in Norway’s inaugural offshore tender

The Ventyr consortium today [20 March 2024] emerged as the winner in Norway's first publicly procured offshore wind farm.

The JV made up of Parkwind, Ingka Investments and NorSea has been awarded the development mandate for the 1.5GW Sørlige Nordsjø II fixed foundation offshore wind farm in Norwegian waters.

The output of the wind farm will be backed by a contract for difference tariff (CfD) with a strike price of NOK 1,150/MWh (€99/MWh).

The award follows a three-day CfD auction which wrapped up today.

Only two of the five shortlisted consortia participated in what was Norway's inaugural offshore wind auction.

The development today is the result of a two stage public tender overseen by Norway's Ministry of Energy.

The first phase included a bidder shortlist which included:

Norseman Wind SPV which is backed by Energie Baden-Württemberg (EnBW) confirmed its withdrawal from the subsidy auction last week [12 March 2024] citing insufficient government support for the project.

EnBW spokesperson added: "The key factors in EnBW's decision were the requirement for the developer to build and own the high-voltage direct current transmission connector and the limitation of state support, capped at NOK 23 billion."

The remaining four bidders were progressed to second and final stage which included bidding for CfD tariff.

Sørlige Nordsjø II is located to the south of the Norwegian North Sea. The project is estimated to have a CapEx in excess of €6 billion.
