Why GB's community energy strategy still does not work

The UK government has supported community participation in renewable energy since 2014, yet progress has remained limited. With Clean Power 2030 approaching, community renewables have returned to the policy agenda. The need for community participation is well established, but how the government implements shared ownership will determine not only how renewables are deployed, but who benefits.
